1993-2003
- For known reasons, the development rate of communication sharply slowed down in 1985-1993.
- However, thanks to the direct attention and care of Heydar Aliyev, who was elected President of the Republic in 1993, the second stage in the development of communication began. In the conditions of stability gradually established as a result of the policy of the country's leader, foreign investors were attracted to the republic, and a real turnaround in the development of the communication sector began after that.
- Starting from 1993, foreign communication companies, primarily the Turkish companies "Teletash" and "Netash", established modern electronic ATSs in Baku, Sumgayit, Ganja and other regions, a 2000-channel International Telephone Station, a 6150-channel republican Intercity Telephone Station were established in the "Aztelekom" Production Association, "Baksell", which provides cellular communication services with the investment of the US company "Motorola", "Azercell" and other joint ventures were established with Turkish telecommunications companies.
- All this, thanks to the attention and care of Heydar Aliyev, was a new stage in the brilliant development of Azerbaijani national communications.
- It is no coincidence that the country's public and press called 1998 the year of the turning point in communications, the year of the technical revolution. During that year, modern electronic ATSs with a capacity of about 108 thousand numbers were installed and put into operation in our republic.
- In 1998-2003, the Nakhchivan Autonomous Republic was completely telephoned.
- As a result of the work carried out in 1993-2003, 48.4 percent of the country's telephone network, including the telephone network of the Nakhchivan Autonomous Republic, was 100 percent electronic, the number of main telephone sets increased from 611.5 thousand in 1991 to one million, our republic was connected to the Trans-Asia-Europe cable trunk line, residential areas of all regions were provided with telephone communication, the opportunity to use Internet services was created throughout the country, and 80 percent of inter-station communication in the telephone communication network was organized in digital form.
- One of the most important steps taken towards the development of communications in Azerbaijan at the end of the 20th century and the beginning of the 21st century was the decree of the great leader Heydar Aliyev on February 17, 2003 on the approval of the "National Strategy on Information and Communication Technologies for the Development of the Republic of Azerbaijan (2003-2012)", and the policy implemented in the field of ICT in the republic during this period was based on this strategy.
