The 6th Summit of IT Managers of State Institutions was held
The “VI Summit of IT Managers of State Institutions” was organized by the State Service for Special Communications and Information Security (SCIS) to exchange experience among the information security management staff of state institutions, discuss problems and new opportunities in the field.
Representatives representing more than 70 state institutions participated in the event. Etibar Ajderov, Head of the ICT and Digitalization Department of the Ministry of Digital Development and Transport of the Nakhchivan Autonomous Republic, was also among the participants.
During his speech at the opening of the summit, Deputy Head of SCIS, Major General Allahveran Ismayilov emphasized that information security is not only a technical issue, but also a matter of national security, economic stability and public trust. Noting that the risks associated with the deepening of digitalization have increased, A. Ismayilov said that according to global statistics, more than 40 percent of attacks targeting state institutions in the first half of 2024 were carried out against critical infrastructure. He also noted the importance of the first “Bug Bounty” program implemented in our country and emphasized the importance of cooperation between state institutions and the private sector. Also, the Deputy Head of the Service invited to the “CIDC-2025 - Cyberwarfare in Smart Cities” event to be held at the Baku Congress Center on October 9-10 and expressed gratitude to the European Union and the Estonian e-Governance Academy Foundation for their support for international cooperation.
Later, Elsa Neeme, Chief Cybersecurity Specialist of the e-Governance Academy Foundation, and Clyde Magee, Coordinator of the “Strengthening Cyber Resilience in Eastern Partnership Countries” project for Azerbaijan, brought to the attention of the guests the importance of international experience exchange.
Tural Mammadov, Deputy Head of the General Department of the CRISDX, made a speech on the topics “Statistical indicators on the state of information security in state institutions, cyberwarfare in “smart cities”, innovations and plans”. Also, T. Mammadov and Miragshin Abutalibov, founder of the local cybersecurity startup “Qarabug”, announced the results of the “Bug Bounty” program, which was implemented for the first time in state information resources.
Later, Rustam Hasanov, Advisor to the Minister of Ecology and Natural Resources, made a speech on the topic “Prospects of open source solutions for state institutions”. Finally, the stimulation of the work of civil servants in the field, examples of cyber incidents, new trends, threats and problems faced by state institutions were discussed. The open debate provided an opportunity for participants to learn from each other’s experience and propose joint solutions.
The “State Institutions IT Managers Summit” plays an important platform in terms of strengthening cooperation between state institutions in the field of information security, discussing innovations and determining future action plans.
